In other words, 96.6 % of the SCRAM wearers remained sober.</p> <p>Lancaster County District Attorney Craig Stedman called it another successful year for the DROP program, which deals with a high-risk group of individuals who wear the devices. &ldquo;About three percent of the many hundreds of individuals on SCRAM last year had a drink,&rdquo; District Attorney Stedman said this week. &ldquo;To me, that shows the program is thriving and Lancaster County motorists are safer because of it.&rdquo;</p> <p>Altogether, individuals on SCRAM were sober on 99 percent of days, calculated by multiplying the total individuals who wore anklets by the number of days they wore them. In all, that accounts for 75,228 combined days &ndash; 74,709 sober days. Most violations were due to tampering with the devices, not drinking.</p> <p>Repeat offenders make up about 30 percent of the entire DUI caseload in Lancaster County. Last year, about 1,558 separate DUI dockets were filed &ndash; about 100 fewer than in 2016. (Those totals do not include cases that involved attached felonies, such as homicide by vehicle.)</p> <p>DROP, including the SCRAM initiative, kicked into full gear in 2015 under the leadership of District Attorney Stedman and then-President Judge Joseph Madenspacher. Defendants are fitted with the anklet as part of bail conditions from arraignment, often within days of a charge being filed.</p> <p>Lancaster County Assistant Court Administrator Dan Scarberry and his Pretrial Services staff supervise defendants wearing SCRAM anklets.</p> <p>The Pretrial Services department receives morning reports from Vigilnet regarding the clients and any violations in the previous day. If there is a violation, a petition is filed with a judge within 48 hours to have the defendant&rsquo;s bail revoked and a bench warrant issued. SCRAM and other restrictions are part of the county&rsquo;s DUI Repeat Offender Program (DROP);</li> <li>Increased use of driver services, like Uber, Lyft and taxis;</li> <li>Police efforts/checkpoints and enforcement deterrent;</li> <li>Public awareness and perceptions.</li> </ul> <p>Implemented in the fall of 2016, DUI Central Court convenes twice a month at the Lancaster County Courthouse, where defendants typically opt to enter the Accelerated Rehabilitative Disposition program, waive their preliminary hearing for guilty plea offers, enter a guilty plea, or have a preliminary hearing.</p> <p>About 80 cases are called for each Central Court session. Assistant District Attorneys Ande Gonzalez and Trista Boyd are lead prosecutors.</p> <p>Last year, at each session, action was taken in 74 percent of cases. Action is defined as a plea/sentencing (only in first-offense cases), a guilty plea, or a case being held over after a preliminary hearing or waiver of that hearing.</p> <p>As part of reform, at-risk offenders &mdash; those charged with a second or subsequent DUI &mdash; are immediately placed on SCRAM, which monitors alcohol intake, and other restrictions, such as no-alcohol orders, or drug-alcohol treatment programs.</p> <p>Those measures, Stedman said, could be factors in limiting the number of new DUI charges overall. Those most at-risk offenders, Stedman explained, are not drinking or continuing to drive.</p> <p>&ldquo;And we have found that repeat DUI offenders are some of the most dangerous individuals on our roadways,&rdquo; Stedman said.</p> <p>Previously, initial hearings in DUI cases were scheduled and held individually at the district court with jurisdiction of the respective cases. The next steps, such as application and entrance into ARD, previously happened separately. Matthew Frohnert said the key issue is to &ldquo;make every bed count.&rdquo; Forced release, he said, is inefficient, costly and results in skipped court dates.</p> <p>&ldquo;That leads to the arresting officer having to chase after the person, the (district attorney) and the defense attorney having to prepare for someone who doesn&rsquo;t show up, and the judge clearing time on his calendar,&rdquo; Frohnert said.</p> <p>Plus, once someone misses court, they know they&rsquo;re wanted and that becomes a public safety issue, Frohnert noted.</p> <p>Currently, without monitoring, someone might be out on bail facing a Measure 11 offense &mdash; a crime requiring a mandatory minimum sentence in Oregon &mdash; &ldquo;and there&rsquo;s no safety net,&rdquo; Frohnert said. &ldquo;Monitoring allows us to keep track of them and stay engaged.&rdquo;</p> <p>For the Community Corrections Center &mdash; a 215-bed transition facility averaging between 2,000 and 2,100 residents per year and operating as a sort of halfway house between jail and the community &mdash; electronic monitoring is the route to allowing person-to-person offenders (those convicted of domestic violence or a sex offense) to attend work or treatment.</p> <p>According to Community Corrections Director Steve Berger, the ankle bracelets are accurate to within a few feet and various levels of alerts can be programmed into them.</p> <p>Active monitoring provides real-time monitoring (by Community Corrections staff or an outside company) of individuals&rsquo; movements, including immediate notification &mdash; via email, text or cell phone &mdash; of violations such as entering a bar or approaching an ex-spouse&rsquo;s home.</p> <p>Passive monitoring ensures information is downloaded into the system every six hours for review by corrections officials should they have a retroactive concern. Both forms of monitoring provide instant-locator capability.</p> <p>&ldquo;If a sex offender approaches a school, that will be flagged, and it&rsquo;s all hands on deck,&rdquo; Berger said. Electronic monitoring is not for offenders with a high risk and &ldquo;low responsivity&rdquo; with no interest in complying, he added.</p> <p>The sheriff&rsquo;s office has been using ankle bracelets since 2006, and Community Corrections started a pilot program for probationers and parolees in 2013. The jail is asking commissioners for $78,000 a year to monitor 100 pre-trial release defendants, with one full-time staffer overseeing the program.</p> <p>In addition, Berger&rsquo;s agency proposes to monitor anywhere from 10 to 20 offenders a day starting July 1 at an increased cost of $65,000 a year. Matthew Frohnert said the key issue is to &ldquo;make every bed count.&rdquo; Forced release, he said, is inefficient, costly and results in skipped court dates.</p> <p>&ldquo;That leads to the arresting officer having to chase after the person, the [district attorney] and the defense attorney having to prepare for someone who doesn&rsquo;t show up, and the judge clearing time on his calendar.&rdquo;</p> <p>Plus, once someone misses court, they know they&rsquo;re wanted, and that becomes a public safety issue, Frohnert noted.</p> <p>Currently, without monitoring, someone might be out on bail facing a Measure 11 offense &mdash; a crime requiring a mandatory minimum sentence in Oregon &mdash; &ldquo;and there&rsquo;s no safety net,&rdquo; he said. &ldquo;Monitoring allows us to keep track of them and stay engaged.&rdquo;</p> <p>For the Community Corrections Center &mdash; a 215-bed transition facility averaging between 2,000 and 2,100 residents per year and operating as a sort of halfway house between jail and the community &mdash; electronic monitoring is the route to allowing person-to-person offenders (those convicted of domestic violence or a sex offense) to attend work or treatment.</p> <p>According to Community Corrections Director Steve Berger, the ankle bracelets are accurate to within a few feet, and various levels of alert can be programmed into them.</p> <p>Active monitoring provides real-time monitoring (by Community Corrections staff or an outside company) of individuals&rsquo; movements, including immediate notification &mdash; via email, text or cell phone &mdash; of a violation such as entering a bar or approaching an ex-spouse's home.</p> <p>Passive monitoring ensures information is downloaded into the system every six hours for review by corrections officials should they have a retroactive concern. Both forms of monitoring provide instant-locator capability.</p> <p>&ldquo;If a sex offender approaches a school, that will be flagged, and it&rsquo;s all hands on deck,&rdquo; Berger said. Electronic monitoring is not for offenders with a high risk and &ldquo;low responsivity,&rdquo; with no interest in complying, he added.</p> <p>The sheriff&rsquo;s office has been using ankle bracelets since 2006, and Community Corrections started a pilot program for probationers and parolees in 2013. The jail is asking commissioners for $78,000 a year to monitor 100 pre-trial release defendants, with one full-time staffer overseeing the program.</p> <p>In addition, Berger&rsquo;s agency proposes to monitor anywhere from 10 to 20 offenders a day starting July 1 at a cost of $82,000 a year, and the Juvenile Department anticipates a cost of $24,000 a year, said Philip Bransford, Washington County communications officer.</p> <p>The contract also provides for alcohol monitoring by testing defendants&rsquo; perspiration once every 30 minutes.</p> <p>The two agencies are looking to join with the county&rsquo;s Juvenile Department in a joint, five-year contract with Nebraska-based Vigilnet America LLC, which would provide monitoring services.</p> <p><strong>To chip or not to chip?</strong></p> <p>Microchip tracking turned topical at Tuesday&rsquo;s Washington County Commission work session during a discussion about the electronic monitoring of people released from the local jail.</p> <p>Commissioner Roy Rogers &mdash; who led the meeting while Chairman Andy Duyck was away on business in Salem &mdash; wondered aloud about skipping ankle bracelets altogether in favor of offenders &ldquo;swallowing some sort of pill or having a chip embedded.&rdquo;</p> <p>After the session, Rogers allowed that his comment smacked of &ldquo;science fiction.&rdquo; But an April 2014 Fox News Web story noted that, in fact, such technology is closer than many think.</p> <p>&ldquo;Microchip implants like the ones pet owners use to track their dogs and cats could become commonplace in humans over the next decade,&rdquo; the report said. &ldquo;Experts are divided on whether they&rsquo;re appropriate for people, but the implants could offer several advantages.</p> <p>&ldquo;For soldiers and journalists in war zones, an implant could be the difference between life and death.
